If you follow this guy you meet in the beginning you can decide to go to this ruin on the way. There you can loot 5 weapons. Later when you get to that town and go into the upper levels you get aproached buy this other guy that will make you decide to either give them to him or not. You cant really avoid it, unless you reload and avoid that guy.
